EU Parliament lead Transport & Tourism (TRAN) committee draft report: obligations for all cross-border parcel delivery providers and for online traders

A draft report from the rapporteur of the lead European Parliament TRAN committee has proposed amendments to the Commission’s proposed Regulation on cross-border parcel delivery, including:

  • removing the proposed obligations on USPs to provide network access and to publish reference offers;
  • expanding the scope of the Regulation so that key obligations would now fall on all parcel delivery providers; and
  • adding a new obligation for online traders to provide pre-contractual information to users of their delivery options, prices and complaints processes.
    The Committee will vote on the draft report before it will be submitted to the Parliament plenary in summer 2017.
