European mobile network operators (MNOs) in all EU member states, as well as in Norway, Switzerland and the UK, implemented voluntary measures to provide communications assistance to the people affected by the war in Ukraine.
The main measures are the provision of free or cheap calls and SMS to Ukraine and free roaming in Ukraine. Many MNOs are also distributing free pre-paid SIM cards with included communications packages to Ukrainian refugees arriving in Europe.
Other measures implemented primarily by MNOs in the countries with the highest numbers of incoming refugees (i.e. countries bordering Ukraine: Poland, Slovakia, Hungary and Romania) include free WiFi spots and charging stations.
