EU member states’ aggregate spending on broadband subsidies has recently increased to billions of euros, following new financing available from the EU Recovery and Resilience Facility. This has enabled states rapidly to improve the quality and affordability of connectivity for their citizens while meeting EU policy targets.
However, the use of public funding for private sector projects is subject to a complex set of state aid rules and guidelines designed to ensure that EU trade and competition is not distorted.
