Vehicles, textiles and food waste face new EU requirements, Ecodesign proposal to start inter-institutional negotiations 04 August 23 Bianca Sofian

In July 2023, the European Commission adopted new proposals to revise the Waste Framework Directive and the End-of-Life Vehicles Directive. At the same time, the European Parliament plenary adopted its negotiating position on the Regulation on Ecodesign for Sustainable Products, following the adoption in May by the Council of its position. Cullen International keeps you updated with analysis of these and other significant EU environmental legislative initiatives in our Sustainability Trackers.

Waste framework directive

On 5 July 2023, the Commission adopted a proposal to revise the current Waste framework directive (WFD). The amendments introduce new rules for food waste and textiles producers, such as but not limited to new binding food waste reduction targets that member states must achieve by 2030 and extended producer responsibility (EPR) for textiles producers including a list of products covered under the EPR.

The proposal will now be discussed by Parliament and the Council.

Ecodesign for sustainable products regulation

The proposal for a new Ecodesign for sustainable products regulation (ESPR), published in March 2022, aims to revise the existing Ecodesign Directive. The Council adopted its general approach on the Commission’s proposal on 22 May 2023, while Parliament adopted its position on 12 July 2023.

Cullen International’s tracker compares the different positions of the Commission, Council and Parliament on the critical aspects of the proposal.

End-of-life vehicles directive

The Commission put forward on 14 July 2023 a proposal to replace the End-of-life vehicles (ELV) directive.

The new measures include the introduction of circular design of vehicle requirements, along with a circular strategy and circularity vehicle passport, minimum recycled content in vehicles and EPR for producers of vehicles.

The proposal will now be discussed by Parliament and the Council.
