Cullen International’s benchmark on affordability of universal service in telecoms now covers 14 European countries.
Our latest research includes Croatia, where the regulator HAKOM recently required designated universal service providers to offer social tariffs for broadband and voice telephony services, as well as services for users with special social needs. This is also the case in ten other countries studied.
HAKOM’s assessment of universal service in Croatia also concluded that adequate broadband access should ensure a minimum monthly data allowance of 100 GB. In Belgium, this minimum monthly allowance was set at 150 GB, while in Portugal it is 15 GB.
As in most of the other countries studied, there are no mandatory measures for affordability of mobile services in Croatia.
