Cullen International has just published a new benchmark showing how Free Ad-supported Streaming Television (FAST) services are regulated in 14 European countries, and if they need to be authorised by (or notified to) the competent authority..
FAST services are streaming audiovisual platforms that provide users with access to content without requiring a paid subscription, such as a cable TV package or streaming service. These services are solely supported by advertising revenue. Unlike video-sharing platforms, FAST services offer streaming of content that has previously been broadcast, including films, series, and TV shows, either in a linear or on-demand manner.
The analysis shows that in the selected countries, national regulatory authorities treat FAST services within the existing framework for audiovisual media services (whether they are linear or on-demand), evaluating each case individually to determine the appropriate classification.
It also shows that two countries apply rules other than those applicable to audiovisual media services.
